As a former Cast Member I can't imagine the park allowing something like this without some sort of previous consent. A production of this size, be it for a marriage proposal or not is simply too large to go without scrutiny from park security and administration. I still have some close friends at the park so I'm asking them if they know anything about this because the video has left me to wonder how big of an inside job this must have been.
